Drew Samuels is Director, Litigation and Administration at DuCharme, McMillen & Associates Canada where he provides strategic litigation expertise and legal advice on a wide range of legal issues. Drew is responsible for the coordination and advocacy of property tax appeals and appeared as a licensed paralegal before the Assessment Review Board, the Landlord and Tenant Board, the Small Claims Court of the Ontario Superior Court of Justice, and the Ontario Court of Justice. Drew is also an adjunct professor at Durham College where he teaches several courses in its paralegal program, including small claims court, tribunals practice and procedure, and ethics and professional responsibility. Drew serves as the president of the Durham College Alumni Association and the President of the Institute of Municipal Assessors.
Troy Birtles, AMAA - AAA President
Troy Birtles serves as President of the Alberta Assessors' Association and is a Partner and Assessment Manager with Accurate Assessment Group, Alberta’s largest private assessment contracting company. Since beginning his career in 1993, he has built over 30 years of experience and is widely recognized as a leader in the field of property assessment. He brings a wealth of knowledge and practical insight to his work across Alberta and is highly respected by his peers for both his expertise and collaborative approach.
A long-standing contributor to the Alberta Assessors' Association, Troy previously served as Urban Director before stepping into the role of President. He remains deeply committed to advancing the profession through strong leadership, active mentorship, and a passion for fairness and equity in assessment practices.
René Boutin, AMAA - Director of Assessment Services at the County of Wetaskiwin
René Boutin currently serves as the Director of Assessment Services at the County of Wetaskiwin in Alberta and is currently the Financial Director for the Alberta Assessors’ Association. Graduating from Lakeland College with a diploma in Assessment and Appraisal, René went on to earn his Accredited Municipal Assessor of Alberta (AMAA) designation.
Over the course of 18 years as an Accredited Assessor, he has played a key role in assessing residential, commercial, farm, machinery and equipment, and industrial properties. Alongside his professional commitments, René has devoted countless volunteer hours to the Alberta Assessors’ Association, serving as President in 2018 and contributing to various committees for 17 of his 18 years of membership — a testament to his steadfast commitment to advancing assessment practices in the province.
Stephen S. Poloz - Former Govner Bank of Canada
Stephen S. Poloz served as the 9th Governor of the Bank of Canada from June 3, 2013 to June 2, 2020.
Born in Oshawa, Ontario, Mr. Poloz graduated from Queen’s University in 1978 with a bachelor’s degree in economics. He received a master’s degree in economics in 1979 and a PhD in economics in 1982, both from the University of Western Ontario. In 2017, he was awarded an Honorary Doctor of Laws degree from Trent University.
Mr. Poloz first joined the Bank of Canada in 1981 and occupied a range of increasingly senior positions over a 14-year span, culminating in his appointment as Chief of the Bank’s Research Department in 1992. After his departure from the Bank in 1995, he spent four years at BCA Research, where he served as managing editor of its flagship publication, The International Bank Credit Analyst.
Mr. Poloz joined Export Development Canada (EDC) in 1999 as Vice-President and Chief Economist. From 2008 to 2010, he was Senior Vice-President, Financing, with responsibility for all of EDC’s lending programs. In January 2011, he was appointed President and Chief Executive Officer of EDC, a position in which he served until his appointment as Governor of the Bank of Canada.
Mr. Poloz is a Certified International Trade Professional and a graduate of Columbia University’s Senior Executive Program. He has been a visiting scholar at the International Monetary Fund in Washington, D.C., and at the Economic Planning Agency in Tokyo, Japan. Mr. Poloz has taught economics at the University of Western Ontario, Concordia University and Queen’s School of Business. Since 2013, Mr. Poloz has been a member of the Lawrence Centre Advisory Council and he is a past president of the Ottawa Economics Association.
Greg Martino, M.I.M.A., PLE - Vice-President and Chief Valuation and Standards Officer MPAC
Greg Martino is Vice-President and Chief Valuation & Standards Officer at MPAC providing strategic oversight and direction to the development and implementation of valuation standards, policies and directives supporting the valuation of over 5.6 million properties in Ontario, Canada. Greg leads a team of valuation experts responsible for valuing all property types including special purpose and complex properties, the large office, retail, hospitality and entertainment properties. He also oversees MPAC’s mass appraisal modelling and data science practice. Greg is a member of the Canadian Directors of Assessment, International Associations of Assessing Officers and the International Property Tax Institute. With more than 30 years’ experience in the industry, Greg holds a M.I.M.A. Designation from the Institute of Municipal Assessors (IMA) and served as the IMA President for the 2022-23 term
Jodie MacLennan, BA, RI - Deputy Assessor, BC Assessment – ICI, Interior & Island
Jodie MacLennan has 15 years of experience with BC Assessment and currently serves as Deputy Assessor within the Investment, Commercial and Industrial portfolio. Her work experience includes extensive work across multiple valuation portfolios, property classification, appeal management, and leadership.
Cheri Marchuk, Ph.D., P.Ag, CAE, LAAS, MRAAS - Rural coordinator at SAMA
Cheri is the rural coordinator at SAMA where she works with a team in the Technical Standards and Policy Division. Her focus is on the review and update of the regulated agricultural models for mass appraisal along with writing supporting policy and guidelines for the agrologist appraisers at SAMA. She coordinates the quality of agricultural assessments for the province of Saskatchewan. She is always looking to be innovative and enjoys the research side of her position. She leads a working team responsible for developing and implementing GIS projects at SAMA. Cheri Marchuk has an undergraduate degree in Range Management from the University of Saskatchewan. She obtained a doctorate degree in Animal Science from New Mexico State and University of Saskatchewan with a focus on climate change and the effects on forage and livestock. She has over 15 years of experience in the assessment industry and holds a CAE (Certified Assessment Evaluator) with the IAAO (International Association of Assessing Officers) and has a certificate in Real Property Assessment from the University of British Columbia.
Patty Freeman, AAM, B.Sc. Agriculture - District Operations and Innovation Coordinator Property Assessment Services Branch, Department of Municipal and Northern Relations
Patty Freeman began her career with the Property Assessment Services Branch in 2001 as a property assessor. She advanced to Residential Valuation Coordinator in 2019 and currently serves as the District Operations and Innovation Coordinator, a role she has held since 2022. As a member of the branch’s leadership team, Patty oversees operations across 10 district offices throughout Manitoba and leads strategic innovation initiatives. Her leadership in transformative projects includes province-wide desktop reviews using oblique high-resolution imagery, scoping for the branch’s Computer-Assisted Mass Appraisal (CAMA) system replacement and coordinating the implementation of a mobile assessment interface. Patty is an Accredited Assessor of Manitoba and holds a Bachelor of Science in Agriculture from the University of Manitoba, a Certificate in Real Property Assessment from the University of British Columbia, and a Certificate in Public Sector Management from the University of Manitoba.
Malcolm Stadig is a Director, Tax with PwC in Ottawa, Ontario. In his role at PwC, he provides real property consulting services with a focus on property assessment throughout Canada to taxpayers and assessment agencies with a focus on complex owner-occupied properties.
Along with more than twenty-five years of experience, Malcolm offers a unique perspective as both an accredited appraiser and a certified assessor, along with having held senior positions with both public-sector property assessment entities and private-sector tax consulting firms.
Malcolm holds accreditations with the Appraisal Institute of Canada (AACI, P. App), the International Association of Assessing Officers (CAE), the Royal Institution of Chartered Surveyors (MRICS), American Society of Appraisers (ASA) and the Institute of Municipal Assessors (MIMA).
He is a sought-after speaker who has presented at several assessment and appraisal conferences throughout Canada and the United States. He frequently participates on panels to present the “assessor’s perspective” due to his reputation for being objective and non-partisan when addressing difficult valuation issues that ultimately impact the property taxes paid by owners of complex properties.
He has also authored two articles for the peer-reviewed Journal of Property Tax Assessment & Administration.
John Sheppard, CPM, P. App., AACI - Director – Valuation, Research and Advisory Services - MPAC
John has over 20 years’ experience in real estate management, valuation, and assessment. He is an accredited appraiser (AACI) with the Appraisal Institute of Canada (AIC) and a designated Certified Property Manager (CPM) through the Real Estate Institute of Canada. As Director of MPAC’s Valuation Research and Advisory Services group, John and his team are responsible for the development of costing, industry research, and valuation of a variety of asset types throughout Ontario, and particularly for Large and Special Purpose properties. His team develops valuation methodology and economic research within the manufacturing sector, resource sector, power generation and distribution, and transportation and institutional properties. In previous roles, John has led real estate valuations and reviews for some of Canada’s largest industry transactions including within the datacentre, student housing, telecommunications, heavy manufacturing and power generation industries, on behalf of property owners and institutional investors.
Responsible for the assessment of mining, electricity generation, and manufacturing properties within Ontario, John is uniquely positioned to offer assessment expertise on a variety of topics related to these inter-connected industries.
Andrew Workman CAE, RES, LAAS, MAAS - Director Technical Standard - SAMA
Graduated from Lakeland College in 2001 and began work at SAMA in the Industrial Unit specializing in Regulated Heavy Industrial properties.
After managing the Industrial Unit for several years moved to the SAMA’s Technical Standards and Policy Division as a Director in 2020.
Nathan specializes in identifying valuation discrepancies and uncovering property tax savings opportunities through comprehensive property tax reviews, with a focus on complex personal property. He collaborates with clients nationwide, offering strategic guidance in consulting, tax planning, due diligence, tax minimization, and audit defense. Nathan conducts in-depth analyses of fixed asset data, financial records, operational data, and compliance filings to pinpoint areas for potential tax reduction. His work includes on-site inspections of diverse facility and asset types, representation during audits and appeals, and assistance with preparing and submitting tax documentation, including securing exemptions, abatements, and other tax-saving mechanisms.
Brian Anderson, Director, Credits & Incentives - DMA Canada
Brian heads DMA’s renewable energy and utility tax credit and incentive initiative, partnering with clients in local tax incentive and credit assessment, procurement, and compliance. He works strategically with utility leaders and renewable energy developers to maximize value by mitigating costs by negotiating, securing, optimizing, and implementing comprehensive economic development incentive packages. Brian works with clients to prioritize local community communication and relationships to maintain a positive working relationship with area elected officials and economic development representatives. He also partners with DMA’s property tax and sales tax teams to interact with tax, operations, finance, real estate, government relations, and management teams to optimize value for clients.
